The appeal of the Harris government was different from Bush. They did rely on fundamentalist approach, primarily in rural areas. They won those elections however based on support from the 905\suburban regions. This appeal was strictly economic. The Harris government was able to capitlize on an economic upswhing to convince voters of their effectiveness. Ultimately they fell out of favor because the bubble broke and they were left with a common sense revolution that was all too common. Notice now how John Tory is the favorite to lead the party, at least publically they have abandoned social populist support. Republicans have embraced it.
